On 13 August 2005, electrical and electronic equipment became subject to the principle of producer responsibility, meaning that electrical and electronic equipment placed on the market must be recalled at the end of its useful life by the producer and treated appropriately. Producers, within the meaning of the relevant legislation, encompasses all importers of electrical and electronic equipment. In addition to the responsibility established for equipment placed on the market after 13 August 2005, applicable legislation also makes producers responsible for products placed in circulation before that date, i.e. historical waste. Historical waste falls under the joint responsibility of all importers operating in the market, and the related costs are distributed between them in proportion to each importer’s market share in the sale of the corresponding type of electrical and electronic equipment.
In order to finance these obligations, the majority of importers of electrical and electronic equipment operating in Estonia have established a waste treatment surcharge for the equipment sold, the amount of which depends on the established recovery tariff and the weight of the equipment.
In fulfilling the obligations, producers can choose to either arrange for waste treatment themselves or delegate their responsibilities to a producer responsibility organisation.
MTÜ Eesti Elektroonikaromu is a non-profit organisation operating under the principle of producer responsibility, whose main activity is arranging for the collection, recovery, and disposal of used electronic equipment in accordance with the requirements arising from law.
Producers that have joined Eesti Elektroonikaromu are required to declare the weight of the electrical and electronic equipment they have placed on the Estonian market during each reporting period by product type and pay the producer responsibility organisation pursuant to the established recovery tariffs. By doing this, a producer delegates all of their obligations regarding the collection, recovery, and disposal of waste electrical and electronic equipment to Eesti Elektroonikaromu. More than 150 producers have already delegated the obligations related to their EEE to Eesti Elektroonikaromu.
Eesti Elektroonikaromu:
- manages the submission of producers’ data to the National Register of Products of Concern;
- manages the collection of WEEE, using the nationwide collection network, collection campaigns, and the Kolatakso waste transport service developed for the purpose;
- manages the recovery of collected WEEE in accordance with the applicable requirements in co-operation with licenced waste handlers.
The solution offered by Eesti Elektroonikaromu is valuable to enterprises because of the simplicity of the administrative procedures. For the waste treatment surcharge applied to the products sold, Eesti Elektroonikaromu takes over the obligations of the producer, who can then focus on their core activities with peace of mind.

Regular reporting
Producers who have concluded a contract with Eesti Elektroonikaromu must submit regular reports on a quarterly basis.
Reports must be submitted by product type on the report form established by Eesti Elektroonikaromu by the 10th day of the month following the relevant quarter, by e-mail at info@elektroonikaromu.ee.

Attention, companies engaged in exporting EEE: Pursuant to the statutes of the National Register of Products of Concern, from 2009, exported quantities must be indicated by countries of export. Registration of trademarks
Upon concluding the contract, the producer must submit the information necessary for registration in the National Register of Products of Concern:
– list of trademarks managed by the company,
– description of the activity related to the products (production / import / export / placing on the market),
– confirmation of the conformity of the EEE with the established requirements.
